University of Maryland Global Campus (UMGC) seeks an innovative, transformative, and student-centered academic leader with a substantial background in cybersecurity to serve as Vice President and Dean of the School of Cybersecurity and Information Technology (Dean). Reporting directly to the Senior Vice President and Chief Academic Officer (SVP-CAO), the Dean is an inspirational and enthusiastic servant leader who partners with the SVP-CAO and other university leaders to advance the vision, mission, and prominence of the school and university.

The Dean has ultimate responsibility for the quality, rigor, and industry alignment of the schools product portfolio. A dynamic and visionary leader, the Dean is responsible for maintaining a close awareness of the evolving cybersecurity and information technology landscape and the impact of AI, quantum, and other developments on that landscape. Within this context, the Dean will foster an expansive and compelling shared vision for the school to provide a leading-edge product array responsive to market dynamics, employer and partner needs, and differentiating the schools graduates and program completers in a competitive job market. Collegiality, camaraderie, and collaboration are essential as the ability to achieve institutional and school-specific outcomes through the effective leadership and management of others will be paramount to the Deans success.

UMGC was among the first higher education institutions to develop and offer degrees in cybersecurity and has established a reputation as a leader in cyber education. The School of Cybersecurity and Information Technology (CIT) has been designated a National Center of Academic Excellence in Cyber Defense Education by the National Security Agency and the Department of Homeland Security, and as a Center of Digital Forensics Academic Excellence by the DC3 Academic Cyber Curriculum Alliance. The school is also home to a globally- ranked cyber competition team. As part of a public, state institution, the Dean will embrace the schools commitment to meeting the workforce development needs of the State of Maryland and the larger Washington, D.C. Metropolitan area in addition to expanding the institutions national and global reach. Expanding strategic and collaborative partnerships with federal and state government agencies, federal and state civilian agencies, the Department of Defense, private sector industry, and other colleges and universities is core to advancing the schools trajectory.

Relocation to the Maryland/Washington, DC/Northern Virginia metro area is required.

Primary accountabilities of the Dean include the following:

Portfolio Quality, Consistency and Growth. The Dean is a champion for domain knowledge, program currency, and relevance to workplace needs within schools program portfolio. The Dean clarifies the product portfolio of the school and looks for opportunities to create short and direct student pathways, accelerated program pathways, and stackable credentials that equip students with industry-validated knowledge, abilities, and skills, including soft skills necessary for success in the workplace. The Dean ensures that the school manages consistency across learning experiences to deliver a uniform and predictable student experience, support student retention, and enhance student learning. The Dean ensures the expansion and development of market-driven global programs across the school while promoting student success, retention, persistence, timely degree completion, and that graduates are competitive within the workforce.
Internal and External Partnership. The Dean thrives in a team-based environment, modeling and cultivating collaborative relationships with individuals and teams throughout the university. The Dean leads with an entrepreneurial outlook, characterized by a drive to promote innovation and a willingness to take risks in service to innovation. The Dean seeks out and leverages a wide network of sector -relevant relationships and serves the local, state, and national communities through service on boards, advisory groups, and industry commissions. In this regard, a special responsibility of the Dean is to represent the university on the Board of the National Cryptologic Foundation, a role which includes representing the Foundation to other USM institutions and recruiting them into the Foundations work. Developing and maintaining external partnerships is also key including with community colleges, B2B partners, and federal and congressional leaders to expand access and pathways to education for the diverse adult learner population.
Faculty and Staff Quality. The Dean manages a high-performing team of faculty and staff to sustain a learning community of experts. The Dean motivates a diverse workforce of faculty and staff and a deeply experienced bench of practitioner adjunct faculty to be committed to student success, including teaching excellence and student-centric practices. The Dean invests in knowing and growing the teams capabilities, empowering performance and risk-taking, and ensuring transparency and communication.
Administration. The Dean has oversight and accountability for the CIT budget, preparing annual budget requests to reflect the needs and priorities of the school, and executing the ongoing administration of the allocated budget. The Dean works in collaboration with other Deans and Vice Presidents in Academic Affairs and elsewhere at the university to define and execute areas of joint responsibility to fulfill the vision and mission of the university. The Dean is a champion for UMGCs open-access mission to offer workforce-relevant, high quality, affordable programs for adult students. The Dean exemplifies and upholds a commitment to applying a diversity, equity, and inclusion lens to all people, processes, and business operations of the school.

Required education and experience: An earned Masters degree from an accredited institution of higher learning in a discipline related to or represented within the school; at least 10 years of practical experience working directly in cybersecurity, information technology, or a related field in industry, government, or the military, with evidence of progressive increases in levels of responsibility; experience fostering a shared vision and leading people and projects to deliver results; demonstrated achievement developing mutually beneficial industry partnerships yielding measurable impact and success; experience utilizing data and assessment to inform decisions and practices; strong executive presence with the ability to communicate well with both technically-expert and non-technical audiences; demonstrated experience with developing and managing budgets; experience setting high standards for self and team and motivating teams to new levels of achievement; as well as evidence of a commitment to cultural diversity, equity, and inclusion.

Preferred education and experience: An earned doctorate or other terminal degree from an accredited institution of higher learning, preferably in a discipline related to or represented within the school; proven ability to respond to the challenges and opportunities in the changing landscape of the disciplines within, adjacent to, and affected by those in the School of Cybersecurity and Information Technology portfolio; experience working in higher education, adult education or training, or related educational leadership experience; demonstrated experience in promoting and scaling online educational programs for adult learners; leadership experience rooted in emotional intelligence, cultural inclusivity and sensitivity, collaboration, and the highest ethical standards; proven success engendering an environment of trust and cultivating a community engaged in and committed to continuous quality improvement and efficient change management; broad understanding of current and emerging societal, economic, and cultural issues affecting/influencing higher education; demonstrated ability to establish and maintain a productive network of relationships with potential partners in higher education, industry, government, the military, and the non-profit sector; as well as a creative, innovative, collaborative, consensus builder with excellent communication and presentation skills.
